Children’s Residential Care as a Positive Choice: Taking an Evidence-Based and Learning
Organization Approach
In this session, the Cornell CARE program model and the underlying theory of change will be
presented along with the evidence-based principles guiding the approach and the growing
research base on its effectiveness. The use of ongoing data-gathering and analysis by agencies
and the creation of a true learning organization will also be explored.
